FOUNDATIONAL DEMOGRAPHIC SERVICES

  • PASA’s Full Demographic Study is a comprehensive analysis of historical, current, and projected student enrollment and serves as the analytical foundation for subsequent planning services.

    The study includes:

    • Detailed student address geocoding

    • Evaluation of Alternative Educational Opportunities (AEOs), including charter, private, virtual, and homeschooling options

    • In-depth assessment of housing activity, land use, economic conditions, and birth trends

    Using these inputs, PASA develops a customized ten-year enrollment forecast with campus-level projections.

    Each Full Demographic Study is accompanied by a separate Long-Range Facilities Plan that translates demographic findings into actionable capacity and facilities recommendations. Together, these deliverables support immediate operational decisions and long-term strategic planning grounded in defensible, district-specific data.

    The Demographic Update Study is designed as an interim refresh of enrollment projections between full PASA Demographic Studies and is not offered as a standalone service.

    This update recalibrates prior projections using the most recent enrollment, housing, and development data to evaluate how actual conditions tracked against earlier assumptions.

    Because the update relies on the methodologies, datasets, and planning framework established in the Full Demographic Study, it must be conducted in conjunction with a Full Demographic Study in the following year. This paired approach ensures methodological continuity, analytical integrity, and long-term planning accuracy while allowing districts to remain responsive to short-term shifts.

ENROLLMENT FORECASTING & TREND ANALYSIS

  • The Ten-Year Enrollment Forecast delivers a focused, districtwide projection of student enrollment by grade across a ten-year horizon.

    Using:

    • Historical enrollment patterns

    • Birth data

    • Competitive enrollment dynamics

    • Anticipated housing growth (when applicable)

    PASA develops baseline and alternative growth scenarios to support staffing, budgeting, and policy discussions.

    This service provides a streamlined forecasting product and does not include the land-use analysis, facilities planning, or zoning components of a Full Demographic Study.

  • PASA’s Enrollment Analysis examines recent and historical enrollment trends to help districts understand where, when, and why enrollment has changed.

    This service evaluates:

    • Gains and losses by grade level

    • Cohort movement

    • Competitive pressures from charter, private, and neighboring districts

    Enrollment Analysis is designed to answer targeted questions and support leadership discussions without extending into long-range forecasting or facilities planning.

FACILITIES STRATEGY & LONG-RANGE PLANNING

  • (Extension of a Full Demographic Study)

    PASA’s Long-Range Planning Services translate demographic projections into comprehensive facilities strategies.

    Drawing directly from recently completed demographic and enrollment forecasts, PASA develops detailed plans addressing:

    • Timing and location of new schools

    • Consolidations or repurposing of existing campuses

    • Rezoning considerations

    • Long-term capital planning priorities

    Recommendations are grounded in enrollment realities, fiscal responsibility, and student equity and are supported by maps, tables, and scenario-based analysis across multiple planning horizons.

    Long-Range Planning Services are provided when a district requires more detailed facilities analysis than what is included in the standard Full Demographic Study deliverables. These services must be paired with a Demographic Study completed within the previous year to ensure recommendations remain grounded in validated, current data.

  • An Optimization Assessment evaluates how existing facilities are utilized relative to current and projected enrollment.

    This service focuses on:

    • Utilization patterns

    • Capacity alignment

    • High-level scenario exploration

    It does not include the development of attendance zone scenarios, long-range facilities recommendations beyond those already established, or new enrollment projections. Optimization Assessments are designed to inform strategic conversations and improve operational efficiency and rely on recently completed demographic data to ensure accuracy.

ATTENDANCE ZONE PLANNING

  • (Extension of a Full Demographic Study)

    Attendance Zone Planning services provide deeper or iterative boundary analysis beyond the preliminary zoning options included in a Full Demographic Study.

    Services may include:

    • Development of additional zoning scenarios

    • Refinements based on administrative or community input

    • Targeted analysis to support implementation

    Attendance Zone Planning must be paired with a Demographic Study completed within the last year, ensuring boundary decisions are informed by up-to-date enrollment projections, geocoded student data, and facilities capacity analysis.

GIS & TECHNICAL DATA SERVICES

  • Student Address Geocoding precisely maps individual student residences to planning units, attendance zones, and campuses.

    This service produces a clean, GIS-linked dataset that supports:

    • Zoning implementation

    • Notification processes

    • Enrollment analysis

    • Future demographic studies

    Accurate geocoding ensures districts can confidently analyze enrollment patterns and communicate changes using defensible, location-based data.

  • PASA provides interactive, web-based attendance zone maps that allow families and staff to search addresses and view campus assignments.

    Maps are hosted and maintained throughout the school year, reflect board-approved boundaries, and receive ongoing GIS updates to ensure accuracy.

    Online map hosting provides a reliable public communication tool that reduces administrative burden and improves transparency.

  • An Apartment Impact Study evaluates the anticipated enrollment effects of existing or proposed multifamily developments.

    Using localized student-per-unit yields, market trends, and comparable developments, PASA estimates enrollment impact by grade level and geography.

    This service helps districts proactively plan for growth, assess development proposals, and respond to municipal or community questions with clear, data-supported projections.
